TOR writing tips

Recently, a colleague asked whether I could help out with "standard TOR" (terms of reference) for evaluating human rights work. I couldn't - both domains, that of human rights work and that of evaluation, are so rich and complex that it wouldn't do them any justice to be squeezed into a single standard form. But the IDRC/CDRI (International Development Research Centre) boasts comprehensive, yet down-to-earth guidelines for evaluation TOR writing. They can be downloaded in English, French and Spanish as a 4-page PDF file in the section on evaluation tools, from www.idrc.ca . For those who have difficulties finding the file, look it up in my link list below. Those who haven't visited the IDRC/CDRI site yet, do reserve extra time for browsing - the place is a treasure trove.
